The requirement then may be 5%. When a new Law came into force and
the requirement changed to 10% in 1990 (now is 2ha per 1000 residents ),
does it mean that there is no need for MPSJ to comply with the new requirements
and can keep on approving new projects ?
Dato' you would probably have the figures to show us:
- by density, what is the number of household/commercial units per hectare
in Subang Jaya compare to other sections within MPSJ's jurisdiction?
- by Ringgit value, what is the RM per hectare for SJ compare to other sections?
In looking at these figures, one should also take into account the approved and those
projects already started work in SJ. The revenue that will be collected by MPSJ in the
next say 3 to 5 years. (May be MPSJ does not plan that far anyway, and your present term as
our ADUN are numbered).
If you talk about fair to the other sections within MPSJ, when MPSJ spent the RM3 million
to put up the Millennium Park at SS13, did they consider that was fair to the other sections?
For so many years MPSJ has collected RM700,000+ from the Subang Ria Park, how much
did they spent in upkeeping the Park?
Dato' you know very well that there is NO recreation park in the whole of SJ (SS12 to SS19)
except The Subang Ria Park.
Dato' you have to be fair also !!

Ya, the new 10% or 2 ha per 1000 residents should apply for all new projects. MPSJ has been using the 10% for many years now. As the 2 ha per 1000 came up in the hearing, I have asked MPSJ to apply for future projects.
I cannot understand why you cannot accept that SS12 – SS19 was approved in 1970’s with the 5% requirement. We cannot retrospective ask Sime UEP to give us another 5%. If we can use it on Sime-UEP, we can use it for all developments in whole of Malaysia that were approved under the 5% ruling.
Strictly speaking, the 10% ruling or the 2 ha / 1000 residents would only apply to the land under construction, i.e. the 72 acres. If Sime UEP develops only 17 acres and give the rest to MPSJ, they have more than comply with the 10% and 2 ha/1000 persons requirements. I have taken advantage of it by bringing in SS12 – SS19.
Please check this matter with the learned Derek Fernandez.
